Minutes of the D.G.U. meeting held at Carmarthen G. C.
Thursday 29th March 2012.
Present: T James (President), D Harry ( Vice
Chairman), J Harries (Secretary), B Booth (Treasurer), S Brown (Match/Fixture
Secretary) , D. Blackmore (Vice President), P Pickersgill, R Walters, D.
Williams (Derllys Court), I Watkeys (Ashburnham), M Jones (Glynhir), O. Duckett,
J.Calleja (Trefloyne), R Evans (Cilgwyn) plus one other from Cilgwyn.
Apologies of absence from M Durward (Chairman) and D Thomas (Carmarthen).
Minutes of the January 2012 meeting were approved as a true record on the
proposal of P Pickersgill, seconded by M Jones.
Matters arising.
The new Super 6 format had received a favourable response from the participating
clubs. Venues had been chosen which ensured a reasonable geographical spread.
County Captain
John Roberts(Milford Haven) was installed as County Captain on the resignation
of Paul Haley(Tenby) owing to family commitments.
Vice President
David Blackmore(Tenby) was nominated as Vice President on the proposal of T
James, seconded by I Watkeys.
County Cards
Treasurer B Booth issued the 2012 County Cards to all clubs present. He
encouraged all clubs to advertise them and make a special effort to inform
members that County Cards are very good value which can be utilised at clubs in
Dyfed, Glamorgan and Gwent.
Annual Dinner
The Annual Dinner will be held on Friday 12th October at Carmarthen Golf Club
with a golf competition to be arranged. An official/officials from GUW will be
invited to attend.
Golf Union Wales
Secretary J Harries informed members of the proposed Rules/Referees School which
will be held in the Autumn. It is hoped a number of delegates from Dyfed will
participate this year to ensure that over time there is at least one qualified
referee at each club.
The Secretary encouraged members from each club to attend the GUW Annual General
Meeting to be held at Sophia Gardens, Cardiff on Wednesday 18th April at 12.00
noon. Following formal proceedings an open forum will be held whereby delegates
may raise any issues they wish.
As there was no other business, the Vice Chairman drew the meeting to a close at
8.20 pm.
Round 2 MINUTES OF THE ANNUAL GENERAL MEETING OF THE DYFED GOLFING UNION HELD AT
CARMARTHEN GOLF CLUB ON THURSDAY1ST DECEMBER 2011

Minutes of 2010 AGM: Held at Carmarthen Golf Club on 18th November 2010,
proposed by Stuart Leeke and seconded by John Curry the minutes be taken as read
this was approved by the members present and there were no matters arising.
Chairman’s Report: The Chairman welcomed everyone present and commented on the
very good attendance, he stated that during 2010 there was only one meeting [in
March] which was very poorly attended and the Officers decided not to schedule
any further meetings unless something vital needed to be discussed, but he felt
that we needed to schedule more meetings throughout the year. [Next Management
Meeting 29th March venue date and time to be confirmed] the Chairman said that
his speech would be short as the President and Chairman usually said the same
thing and as we had a full agenda he did not wish to prolong the meeting as many
had a long distance to travel after the meeting.
President’s Report: The President welcomed every one and stated that it was good
to see some old friends present, and extended his thanks to Carmarthen Golf Club
for hosting this meeting. The President congratulated all the League winners of
Divisions 1 to 4 and especially to Carmarthen for winning Division 1 for the 3rd
year running, also congratulation were extended to winners of the Super Six
leagues and the Knockout Cups. The president commented on his disappointment and
the members of Aberystwyth G.C. in their Centenary year that the County
Championship had to be cancelled due to adverse weather conditions and could not
be re-scheduled due to the lack of entries. Also that the Inter-Counties at
Borth were also cancelled and could not be re-scheduled the President
congratulated the County Captain Paul Haley and the team for good results during
the year and commented on their second place in 2010 Inter Counties also the
President extended his thanks to Ian Watkeys and the Senior squad he was proud
of the DGU for promoting good golf in the region despite the present economic
climate. The President then congratulated the Officer’s for all their support
over the past two years and wished all Clubs well for the next year and hoped
that further progress would be made within the DGU.
Treasurer’s Report: The Treasurer started the report on the income, Annual
subscriptions were down once again by £269 this year to £13,103, County Card
sales were increased by £120 to a sum of £1520 thanks to one Club in particular
for their efforts in promoting the sale of the Cards. The income from County
Championships was down by £1,059 possibly due to the cancellation of the County
Championships and the economic climate. The Junior income was also down to £141
Bank interest was only £1 this year. The Annual Dinner income was £1080
comprising of 45 members for the golf and dinner, 6 for golf only and 11 for
dinner only. The total income was £17,679 which included £1,114 from the other
Welsh County Golf Unions for their contributions towards the Junior Team Golf
finals in La Manga, this last figure does not include the Dyfed contribution of
£170. On the expenditure side the Admin costs remains the same at £1500 the
Annual Insurance has increased by £76 to £1,310, Postage and Telephone cost down
by £36 to £324, the Printing and Stationary costs were down by £38 to £211. The
cost of County Cards were up by £148 this should be reduced next year as I have
surplus cards this year. Expenses for the County and Senior teams were £3543 and
likewise the Junior Team expenses which include Transport and Coaching were
£2072. The redemption of Championship vouchers was £255. The entry fee payable
for The Junior team Championship [won by Celtic Manor] has been delayed due to
problems with La Manga, I believe the fixture will take place in the Spring at a
new venue and this expense will appear in next years account. Travel and Other
expenses totaled £1219 similar to last year. There were no questions on the
report and it was proposed by Barry Onions Newport Links] and seconded by Ian
Watkeys [Ashburnham] that the report by accepted by the members..
Election of Officers:
[i] Chairman: As Mr. Terry Rees [Haverfordwest G.C.] has tended his resignation
as Vice-Chairman Mr. Mike Durward has agreed to stay in Office for a further
year it was proposed by Bill Booth [Cardigan] and seconded by Barry Onions
[Newport Links] and accepted by the members.
[ii] Vice-Chairman: Glynhir G.C. has proposed David Harry as Vice-Chairman in
accordance with the rotation system, seconded by Barry Onions [Newport Links]
and accepted by the members.
[iii] President: The Vice-President Mr. Jeff Harries [Carmarthen] proposed that
Carmarthen G. C. should provide a President as he would be taking over as
Secretary in January 2012 this was seconded by Barry Onions [Newport Links] and
was passed by the members.
[iv] Vice-President: The rotation system has been passed to Tenby G.C. to
nominate a member for the position. Awaiting confirmation.
[v] Secretary/Treasurer: The present Secretary/Treasurer Bill Booth has request
to stand down as Secretary but continue as Treasurer. Mr. Jeff Harries has
agreed to stand for this position but it would require a change in the DGU
Constitution. Proposed by Mike Durward [Milford Haven] and seconded by Richard
Evans [Glynhir] that the constitution paragraph [e] be amended to read Secretary
responsible for statements [i] and [ii] and the Treasurer be responsible for
statements [iii] and [iv] this was accepted by the members. It was further
proposed by Mike Durward [Milford Haven] and seconded by Ian Watkeys
[Ashburnham] that Jeff Harries be appointed as Secretary this was accepted by
the members. Mike Durward proposed that Mr. Bill Booth continue as Treasurer,
seconded by John Curry [Cwmrhydneuadd] and accepted by the members. [vi]
Competition/Fixture Secretary: Mr. Steve Brown [Milford Haven] was willing to
continue in the post, proposed by Mike Durward [Milford Haven] and seconded by
Mr. Terry Richards [Aberystwyth] and accepted by the members.
[vii] Junior Organiser: Mr Dai Lindquist [Carmarthen] was willing to continue in
the post, proposed by Mr. Terry Richards [Aberystwyth] and seconded by Richard
Scott [Haverfordwest] and accepted by the members.
Mr. Paul Haley [Tenby] was willing to continue as the County Captain and
proposed by Mike Durward [Milford Haven] and seconded by Terry Richards
[Aberystwyth] and accepted by the members.
Mr. Ian Watkeys was willing to continue as the County Seniors captain for this
coming season, proposed by Jeff Harries [Carmarthen] and seconded by Barry
Onions [Newport Links] and accepted by the members. It was also requested that
Clubs notify the County Captains of any player that they believe should be
considered for selection. Bill Booth stated that he requested Secretaries to
note on the form sent out for information on representatives for the DGU, League
and Super 6 to nominate players to the County. It was agreed that the Secretary
should send out a separate form requesting this information to be e-mailed to
the County Captains whose e-mail address would be published on the web site.
The proposal by Richard Scott [Haverfordwest] that we revert to the previous
system of allocating the venue for the County Championships to the three Clubs
Ashburnham Cardigan and Temby, was followed by a lengthy discussion with several
points of view being submitted during the discussion it was confirmed that the
Championship was always played on the same date as other original proposal to
include a rotational club on a fourth year [i.e. to celebrate a centenary etc.]
and increase the maximum handicap to 6. It was proposed by Richard Scott [Haverfordwest]
and seconded by Barry Onions [Newport Links] this was carried by the majority.
It was also confirmed that the 2012 Championship would be held in Cardigan and
the 2013 Championship in Milford Haven [Centenary year].
From 2012 onwards the Dyfyd Golfing Union will follow the GUW decision and allow
the use of measuring devices in Championships and matches, Proposed by Jeff
Harries [Carmarthen] and seconded by Tom Cross [Haverfordwest], motion Carried.
Jeff Harries K.O. Cup, calculation of handicap to fall in line with Congu and
will be calculated by taking the lower handicap x 0.6 plus higher handicap x
0.4, also once a player has played for an A or B side he is then cup-tied and
cannot play for the other side.
Changes to Dyfed League Rules:
[i] It was proposed by Steve Brown [Milford Haven] and seconded by Terry
Richards [Aberystwyth] that no league games are to be played on the date of any
Dyfed Championship, any match being played on that date would be declared null
and void, motion carried by the members.
[ii] From 2012 the results of matches to be e-mailed to the Competition/Fixture
Secretary instead of using Result Cards.
[iii] Playing for the A team on two occasions then cannot play for the B team
and vice-versa, after a lengthy discussion it was put to the vote with a
majority against, not carried.
[iv] Divisions 3 and 4: Clubs not fulfilling fixtures or turning up to play with
less than 10 players: [a] Division 3 The Club at fault will be relegated to
Division 4 together with the bottom placed Club. Two teams from Division 4 will
then be promoted.
[b] Division 4 The Club at fault will be deducted 5 points at the start of the
next season.
Super 6 format, after a very long discussion and when no decision was pending it
was proposed by Stuart Leake [Glyn Abbey] and seconded by David Thomas
[Carmarthen] to hold a further meeting to discuss the options for an agreeable
format for the qualifying stages of the competition. This motion was agreed by
the members present.
Meeting arranged for 7.30pm on the 10th January 2012 at Carmarthen Golf Club.
Secretary requested to inform all Clubs of the venue and date.
